Marking a significant milestone in the Philippine Normal University’s (PNU) continuing pursuit of academic excellence and research innovation, the Commission on Higher Education (CHED) has approved the issuance of a Certificate of Program Compliance (COPC) for the University’s Doctor of Philosophy (PhD) in Education by Research. Granted through CEB Resolution No. R057-2026, the COPC serves as formal recognition that the program complies with CHED’s policies, standards, and guidelines, affirming its alignment with national benchmarks for quality assurance in higher education.

PNU welcomed the approval, noting that the recognition further strengthens its role as the country’s premier teacher education institution while expanding its capacity to contribute to knowledge production. The program is designed to cultivate advanced research competencies among scholars, educators, and professionals by providing a learning environment that fosters expertise through the conduct and publication of original research, particularly in eight specialized disciplines: Educational Leadership and Management, Early Childhood Education, Curriculum and Instruction, Counseling, Social Science Education, Science Education, Mathematics Education, and Physical Education and Sports.
The Doctor of Philosophy (PhD) in Education by Research is aligned with the current Teacher Education (TEd) Pathways Framework, which promotes a more responsive, relevant, and innovative model of teacher education.

With the COPC approval in place, PNU is expected to attract more local and international researchers seeking high-quality graduate teacher education programs. By emphasizing independent research, innovation, and interdisciplinary collaboration, this achievement underscores PNU’s continuing efforts to enhance its academic offerings and reaffirms its position as the leading teacher education institution in the Philippines.
