Dr. Cecille G. Carandang is a distinguished education leader, dedicated public servant, and proud alumna of the Philippine Normal University (PNU), where she was formed not only as a professional educator but as a servant-leader.

Rooted in her formative years at PNU, Dr. Carandang’s leadership philosophy is anchored on service. Beyond academic rigor, PNU shaped her values—instilling in her the belief that leadership in education is a lifelong vocation marked by purpose, humility, and ethical integrity. These principles have guided her decades of uninterrupted service in the public education system.

Throughout her career, Dr. Carandang has held key leadership roles across several Schools Division Offices, where her impact has been both measurable and deeply felt. In SDO San Juan City, she supported digital governance initiatives that earned the division First Place in the 2020 Digital Governance Awards. Through strategic partnerships with the Local Government Unit and the Department of Information and Communications Technology (DICT), learning devices and internet connectivity were provided to ensure continuity of education during the COVID-19 pandemic.

Her leadership journey in SDO Malabon further demonstrated her strength in governance and systems reform, as the division earned the PRIME-HRM Bronze Award from the Civil Service Commission. She also led pilot initiatives on Anti-Red Tape Authority (ARTA) reforms and supported the implementation of the Enhanced K to 10 Curriculum.

As Schools Division Superintendent of Caloocan City, Dr. Carandang champions inclusive, quality, and values-based education. Her leadership sustains low learner dropout rates, strengthens reading and numeracy initiatives, and fosters collaboration among educators, stakeholders, parents, and learners. Widely respected for her ethical and people-centered leadership, she remains a steadfast pillar of public service and educational transformation.
