Adding to the prestige of the 6th State of the University Address held on December 12, 2025, was the official presentation of the resolution conferring the Civil Service Commission (CSC) Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Maturity Level II upon the Philippine Normal University (PNU).

The award was personally presented to PNU by CSC-DPWH Field Office Director II Mira Michelle A. Brazil. Receiving the resolution was University President Dr. Bert J. Tuga, witnessed by the Vice Presidents and Human Resources Management and Development Office Director Maribel G. Gerundio.

This significant recognition was achieved by the institution after undergoing the CSC’s rigorous assessment, which was conducted from September 15 to 17, 2025, through a blended modality. During this endeavor, the commission validated the university’s compliance with evidence requirements across the four core HRM systems. The assessment also included a series of interviews and reviews with agency personnel to confirm the actual implementation and effectiveness of these systems within PNU.

With the attainment of PRIME-HRM Maturity Level II, PNU receives several key privileges, including the authority to approve appointments, discounts on CSC-sponsored trainings and conferences, access to digital learning resources and developmental opportunities, and the posting of PNU’s programs on the CSC website.
