The Commission on Higher Education (CHED), in partnership with the Philippine Normal University (PNU) – University Center for Gender and Development (UCGD), conducted a capacity building workshop on the Philippine Higher Education Gender and Development Information System (PHILGADIS) on September 13-14, 2022 at the Edilberto P. Dagot Hall, PNU Manila.

The capacity building, which was hosted by PNU, is an initiative of CHED and is aimed at introducing PHILGADIS to higher education practitioners. The official PHILGADIS website describes it as a “consolidation of sex disaggregated data on higher education, and gathering the best practices in gender mainstreaming of higher education institutions (HEIs), the PHLGADIS will facilitate CHED’s effort in integrating gender equality, diversity and inclusiveness in Philippine higher education.”

PNU President, Dr. Bert J. Tuga and UCGD Director Rei Palces welcomed the participants to PNU and CHED Commissioner Dr. Aldrin A. Darilag greeted them with a special message. OIC-Regional Director, Dr. Rody P. Garcia, introduced the rationale and overview of PHILGADIS. Engr. Joseph Lou C. Sta teres, SPS CHED RO9, provided a demonstration on accomplishing the GAD surveys and presented the survey data to the participants.

The capacity building also served as a platform for the GAD focal persons from different regional CHED offices to become familiar with the functionalities of the system such as managing Gender and Development (GAD) focal account, creating login credentials, updating of GAD focal information fields, and verification of user account credentials.

The participants were also given time to upload their accomplishment reports, Harmonized Gender and Development Guidelines (HGDH), and GAD Plans and Budget as well as to input CHED Regional Sex Disaggregated Data by Employment Status and Scholars’ Sex Disaggregated Data by Scholarship Program.
The PHILGADIS was launched in PNU last March 2022, and this event continue to share the development of PHILGADIS by discussing the details of the online database, documentary requirements, compliance with legal mandates, and others. PHILGADIS is just one of the many innovations of CHED’s Gender and Development team, under the guidance of Commissioner Aldrin A. Darilag.
