Biography

The administration of the university shall be vested in the president of the university or college who shall render full-time service. He shall be appointed by the Board of Regents, upon the recommendation of a duly constituted search committee. He shall have a term of four (4) years and shall be eligible for reapppointment for another term (R.A. 8292, Sec. 6).

The University President shall act as Chair of the Academic Council and the Administrative Council.

As Chief Executive Officer of the University, the President shall have the general powers of administration and supervision.

Specific Functions and Duties:

  • Carries out the general policies laid down by the BOR and the power to act within the limits of the said general policies;
  • Has general supervision of all business matters, as well as administrative and financial operations of the University;
  • Determines and prepares agenda of all meetings of the BOR, the Administrative Council and of the Academic Council, provided however, that any member shall have the right to suggest any matter for inclusion in the agenda;;
  • Appoints competent and qualified persons to fill vacancies as delegated by the BOR.
  • Presides at commencement exercises and other public functions of the University and confers such degrees and honors as authorized by the Board of Regents. All diplomas and certificates issued by the University shall be signed by him/her and the Dean or Head of the academic unit conferring such degree or certificate.
  • Acts as the official medium of communication between the faculty, employees, students of the University and the public on the one hand, and the BOR on the other;
  • Be the chief adjuster of all controversies brought to his office and resolve the same in the light of the larger interests of the University;
  • Has general responsibility for the enforcement and observance of discipline in the University and for the maintenance of satisfactory academic standards in all sectors of the University;
  • Accepts the resignation/retirement of faculty members and employees;
  • Prepares periodic reports to the board of Regents, and present to the Board the annual budget of the University;
  • Submits to the Board long-range development plans of the University;
  • Executes and signs all contracts and to enter into all authorized transactions on behalf of the University;
  • Has general responsibility for the enforcement of discipline in the University;
  • Submits an annual report at the end of the school year.
