Dr. Maria Fe Villamejor-Mendoza is a true pride of the Philippine Normal University. Her scholastic achievements prove she only settles for excellence. She graduated with a degree in Bachelor of Science in Education major in Mathematics, Summa cum Laude in 1978. Immediately after, she entered the University Philippines Population Institute, under the Ford Foundation Fellowship and graduated with a Master of Arts degree in Demography in 1983. In 1990, she took another Masterís in Development Studies major in Public Policy and Administration at the Institute of Social Studies, The Hague, Netherlands garnering a distinction for her research paper. She also took a Certificate in Public Enterprise Reform and Privatization in 1993 at the Institute for Development Policy and Management, University of Manchester, U.K., and in 2003 she finished her Doctorate in Public Administration at the University of the Philippines with highest grade weighted average.

Dr. Villamejor-Mendoza is a teacher, scholar, researcher and public servant par excellence. She has nurtured many successful professionals who are now making a mark in the national and global arena. She has also instilled pride, performance and integrity in the work of her faculty and staff and has influenced many to serve for the good of the country and society.

She is Professor of Public Administration and Public Policy at the National College of Public Administration and Governance (NCPAG), University of the Philippines Diliman, teaching both at the undergraduate and graduate programs. She has been helping other constituent units of the University, among them the UP Open University where she served as Dean of the Faculty of Management and Development Studies (FMDS) in 2007 and as Vice Chancellor for Academic Affairs, from 2010-2013. She has also served UP System Policy Coordinating Committees as member from 2003. She has since returned in March 2013 to UP Diliman to heed the higher call of duty in her mother unit.

As a researcher, Prof. Mendoza rose from the ranks (Senior Research Assistant) and has been involved in various research, training, consultancy and extension services of the college since 1983. These were carried out in partnership with international development organizations such as UNDP, UNICEF, USAID, Asian Development Bank, Ford Foundation, AusAid, SAREC, Asia Foundation, CIDA, British Council and SEARCA; and government departments and bureaus such as the Departments of Local Government, Environment and Natural Resources, Agriculture, National Nutrition Council, Finance, Civil Service, COMELEC, NEDA. She has written a number of unpublished creative works and co-edited, co-authored and published a number of articles and books on regulation and competition, development and governance, distance education, and public sector reform and innovation.

She is a member of various distinguished alumni associations, e.g., the Netherlands Fellows Foundation, Inc., the U.P. Alumni Association, the UP NCPAG Alumni Association, the Philippine Normal College/University Honor Society, and the Phi Gamma Mu International Honor Society. She was included in the 1991 eleventh edition of The World's Who's Who of Women, published by the International Biographical Centre, Cambridge, England.

She was also a member of the Philippine Society for Public Administration (PSPA), which she represented as permanent and proxy member to the Governing Council/Board of Trustees of the Philippine Social Science Council (PSSC) from 2004-2007. She was also a member of the Technical Working Group (TWG) of the Multi-stakeholder Advocacy Council against Corruption (MSACC), a multi-sectoral and inter-agency body created by the Ombudsman of the Philippines to combat corruption in the country. She also helped the 14th Congress as member of the TWG of the Committee on Higher and Technical Education. She is also Secretary of the Philippine Society for Distance Learning, Inc. (PSDL) from 2012 to present.
Prof. Mendoza is also a member of international professional associations, such as the International Council for Distance Education, Association of Asian Open Universities, Eastern Regional Organization of Public Administration and the Network of Asia Pacific Schools and Institutes of Public Administration.

Dr. Villamejor-Mendoza is not only an accomplished career woman who has been an inspiration to her numerous successful students, mentees and staff. She is also blessed with a happy family life. She is married to Mr. Larry G. Mendoza, manager and proprietor of LGM Enterprises, a family-owned distribution company dealing with pharmaceutical products. They have two beautiful and intelligent children, Charisse Mae (BA Political Science 2006; Juris Doctor, 2011 at the UP College of Law, both from the UP Diliman), who is now a member of the Integrated Bar of the Philippines working at Berberabe, Santos, Quinones and Associates Law Firm; and Faye Agatha (BA Development Studies, 2011, UP Manila), research associate of Taylor Nielsen (TNS).
