Linkages and extension services is one of the three major thrusts of the University. It crystallizes the role of the academe in sharing its knowledge and resources to the wider community. The Center for Linkages and Extension Services directs all programs of the University in the areas of community service, institution building, and networking.
The Center coordinates four specific types of linkages:
• Academic linkages (Extramural Programs)
• Linkages with organizations
• Alumni linkages
• Community extension services
As the implementing arm of the Extension Council. in addition to its regular functions, the Center, in relation to the Council:
- develops university extension agenda in coordination with the Office of the Vice President for Planning, Research and Extension and the Extension Council;
- develops and conducts extension programs/activities on identified agenda/priorities;
- coordinates extension activities with the various colleges through the College Extension Units;
- plans, organizes, supervises the conduct of conferences, seminars, workshops and other faculty and student development programs related to extension

Mission Statement
The University Center for Linkages and Extension Services (CLES) is committed to a culture of excellence and leadership in education. It strives to contribute to the attainment of the university’s vision, mission and goals through advocacy, linkages and extension.
Goals
The main goal of the university center for linkages and extension services is to advance PNU’s role in excellence and leadership in education through advocacy, volunteerism, linkages and extension. Specifically, the Center aims to:
- establish linkages with other academic institutions in the national and international level through networking, scholarships/fellowships, people to people exchange, twinning programs, and other related mechanisms;
- strengthen the university’s extension programs geared toward sustainable community development with the involvement of the various stakeholders in the university and the community;
- collaborate with government agencies and non-government organizations on programs relevant to quality and excellence in education;
- institutionalize collaborative projects with the alumni and the university;
- enhance the image of the university through media and publicity related activities.
The Programs of the Center
- Advocacy Program . The goal is to develop and strengthen the social awareness and analysis of the university community on issues of local, national and international concerns. The Center organizes opportunities and venues where faculty, students and staff may express and exchange insights on various areas of concerns.
- Academic and Non-Academic Linkages . The Center establishes and links with academic institutions to support academic programs of the university. To advance the university’s role in excellence and leadership in education, the Center facilitates networking and twinning programs with other Teacher Education Institutions nationally and internationally. It also links with non-government organizations, foreign embassies, professional organizations and other local and international civil societies for collaborative projects relevant to quality and excellence in education.
- Community Extension Services . Members of the university community are encouraged to volunteer their time and talent to serve the marginalized and/or less privileged sectors of the society. The Center plans, organizes and manages educational and socio-cultural programs with the depressed communities in various means including the university’s National Service Training Program (NSTP), literacy and livelihood projects, and education programs of the Students and Educators for Empowerment and Community Development (SEED) – the student arm of the Center, and other relevant activities geared toward promoting community sustainable development.
- Alumni Relations . To enhance the university’s capability building, the Center establishes and sustains relationship with the alumni of the university collaborative activities and projects. It coordinates with the Philippine Normal University Alumni Association in maintaining networks with alumni in the teaching profession. It also facilitates cooperation with alumni who are not in the teaching profession.
- Media and Publicity Relations . To enhance the image of the university in the national and international context, the Center performs media and publicity related functions of disseminating information on various major plans, accomplishments and activities of the university. It coordinates with print, broadcast and television media in promoting media literacy among the various stakeholders’ of the university.

- FengDa Management and Consultancy Co., Inc. of Beijing, China
Dr. Nilo Rosas, University President; Dr. Lydia Lalunio, CLLL Dean; and Dr. Zenaida Lucas, Director of Admissions, visited Beijing, China on Nov. 16-28, 2005 upon the invitation of Mr. Jacky Meng, President of FengDa Management and Consultancy Co., Inc. to arrange the study of selected Chinese Students at PNU. A Memorandum of Agreement was signed between PNU and FengDa Management. Both institutions agreed on mutual exchange between the faculty/staff and students of all kinds of scholarly cooperation in research and instruction. Admission test for Chinese applicants was done in March in Beijing.
- PHILKOROAD Corporation
A Memorandum of Agreement between PHILKOROAD Corporation and the Philipine Normal University to promote the education of Korean students to study at PNU. The Director/Proctor will administer the entrance examination in Korea to select qualified Korean students for admission to PNU.
Local
- The Filipino-Chinese and Educational Foundation, Inc.
The Filipino-Chinese and Educational Foundation, Inc. will accept students from PNU who are taking up Bachelor of Secondary Education, Major in English to do their practice teaching in China with free fare, accomodation and monthly allowance.
- Literacy Coordinating Council (LCC) of the Philippines
Developed a Manual on Literacy Training Service (LTS) for the National Service Training Program (NSTP) with LCC on March 2006.
Alumni linkages
Community extension services
- Gawad Kalinga Kultura (GKK)
Spearheaded by the Office of the Presidential Assistant on Culture and the Arts with support from the Center for Linkages and Extension Services, this two-month training program for the elementary and high school age youth of Gawad Kalinga Baseco focused on folk dance, choir and modern dance. Members of PNU Kislap Sining Dance Troupe and PNU Chorale provided a weekly training for more than 100 youth from the 10 villages in Baseco, Tondo. GKK hoped to develop the Baseco Folk Dance Troupe and Baseco Children’s’ Choir in the future. On December 3 and 10, some 100 students came to PNU to practice at the PNU Kislap Dance Hall under the supervision of Dr. Larry Gabao. On December 18, 2005, GK Baseco mounted a grand production showcasing the talents of these children as part of the community Christmas Party. Aside from the training sessions that PNU conducted, it provided the youth and children of Baseco under these program snacks, gifts during the Christmas Party, some costumes and make-up coming from the regular fundraising drive of the Center.
- Youth Aid Peace Leaders Seminar
The Center for Linkages and Extension services assisted the Extension Program of the College of Arts and Social Sciences in the training of Program Implementors of Youth Aid 2006. The trainings were held simultaneously in Baguio City, Legaspi City, Metro Manila, Lucena City, and Iloilo City. With support from United Nations Development Program and the Office of the Presidential Adviser on the Peace Process, Prof. Serafin Arviola Jr. served as resource Speaker in Legaspi City and Cebu City Youth Aid Peace Leaders Seminar on January 13-15, and Jan 27-29,2006.
