Marilyn U. Balagtas, Ph.D. holds the rank of Full Professor III at the University. She graduated cum laude from PNU with the degree of Bachelor of Elementary Education (BEED) , specializing in in Mathematics. Likewise, she finished her Master of Arts in Education with specialization in Mathematics Education in the same university. She obtained her Ph.D. in Education with specialization in Research and Evaluation at the University of the Philippines, Diliman, Quezon City.
Dr. Balagtas is a demonstration teacher, researcher, writer, resource person on strategies in teaching, educational assessment, evaluation and research, and paper presenter in national and international conferences. Concurrent with her position as the Director of the Center for Research and Development in Education (CREDE), she serves as President of the Philippine Association for Teachers of Educational Foundations (PATEF), and as Board of Trustee of the Philippine Educational Measurement and Evaluation Association (PEMEA). |

Edna Luz R. Abulon is a full-time Faculty Researcher of the University. She obtained her Bachelor’s Degree in Industrial Psychology (Magna cum laude) from the Polytechnic University of the Philippines and her Master’s Degree in Educational Measurement and Evaluation from the Philippine Normal University. She is currently pursuing a Ph.D. in clinical Psychology at the University of the Philippines – Diliman. |

Lucila R. Fetalvero
has the rank of Full Professor I at the Philippine Normal University, and is, at present, assigned at the Center for Research and Development in Education (CREDE). She has a Master of Arts in Education degree with specialization in Educational Measurement and Evaluation from the Philippine Normal University; units leading to the degree of Doctor of Philosophy with specialization in Educational Management, also at PNU; a Bachelor of Science in Education degree, major in English and minor in Mathematics from St. Paul College of Ilocos Sur (now St. Paul University System), and Professional Education units in Special Education from the Pamantasan ng Lungsod ng Maynila.

Ma. Victoria C. Hermosisima, specialized in Measurement and Evaluation for her MA in Education in this University. In 1989 she finished a Bachelor of Arts in Communication at the University of the Philippines, Diliman, Quezon City.

Maria Carmela T. Mancao, Ed. D. is a regular faculty-researcher at the Center for Research and Development in Education, PNU. To date, she had published no less than 24 research papers on various issues concerning institutional, instructional and student development. She obtained her Bachelor of Arts degree major in Psychology from the Ateneo de Manila University, and went on to finish a Master’s degree in Pastoral Studies in Loyola University of Chicago and a doctorate degree in Educational Management at the Cebu Normal University, Cebu City. |

Ramer V. Oxiño is a full-time Faculty–Researcher at the Center for Research and Development in Education (CREDE) and an affiliate faculty of the Department of English, College of Languages, Linguistics and Literature (CLLL). He finished his bachelor’s degree (BSE English, cum laude) at Capiz State University (then Panay State Polytechnic College) and his master’s degree (MAT ELA) at Philippine Normal University, Manila. |
