Appointment of Full-time Faculty



Appointment to the different academic ranks shall be subject to the following requirements:

  • Instructor
    Instructor 1 – Common Criteria for Evaluation (CCE) points of 65 points and below.
    • A Bachelor’s Degree Holder, who graduated with academic honors such as summa, magna, or cum laude or one belonging to the first ten in the appropriate Board of Examination, provided the appointment shall be temporary. S/He is given three years to finish the appropriate Master’s degree course.
    • Appointment to the position of Instructor II is subject to the following requirements:
      • A Master’s Degree Holder in the area of Specialization;
      • CCE points of at least 66 points and qualitative contributions in instruction, otherwise known as Teaching Effectiveness.
  • Assistant Professor
    • Master’s Degree holder
    • CCE points of at least 88 points for Assistant Professor IV position;
    • Qualitative contributions in instruction, otherwise known as Teaching Effectiveness
      .
  • Associate Professor
    Appointment to the position of Associate Professor shall be subject to the following requirements:
    • CCE points of at least 124 Master’s Degree in the area ofspecialization; and
    • Qualitative contributions in instruction, research, extension and production or in at least two of the four functional areas.
  • Professor
    Appointment to the position of Professor shall be subject to the following requirements:
    • CCE points of least 159 points
    • Doctorate holder
    • Qualitative contributions in instruction, research, extension and production or in at least three of the four functional areas; and
    • In cases where a doctorate is not normally part of career preparation, the doctorate requirement may be waived provided that the candidate has an appropriate master’s degree, has at least 20 points in the following areas:
      • Books, monographs, compendiums and major bodies of published work
      • Scientific articles in publications of international circulation, and other works of similar nature
      • Discoveries, invention and other significant original contributions
      • Research recommendations transformed to public policy benefiting the country
      • Supervision, tutoring or coaching of graduate scientists and technologies

      The quota for the rank of Professor shall be adjusted to 20% of the total number of faculty positions in the University.

  • College/University Professor
    The following are deemed qualified for appointment as College Professor and University Professor:
    • Deserving faculty members occupying Professor positions duly accredited by the PASUC Accreditation Committee; they have complied satisfactorily with the existing provisions of NBC 461 with CCE points of 195-197 for College Professor and 198-200 for University Professor.
    • Qualitative contributions in instrument, research, extension and production or in at least three of the four functional areas.
    • SUC Presidents and Vice Presidents or their equivalent who opt to receive their basic salary pertaining to their assigned academic rank under the CCE; provided that they have complied with the requirement and those who opt to return to the academics due to their resignation not for causes before the expiration of their fixed terms of office.

    The accreditation to the rank of College Professor and University Professor positions shall be subject to the quota system, as follows:

    • Only one (1) position of College Professor per College, shall be authorized for every six (6) years, the total of which shall not exceed the number of authorized colleges and external campuses.
    • Only one (1) position of University Professor per University shall be authorized for every six (6) years, the total of which not exceed five percent (5%) of the total number of accredited full professors shall undergo screening by an independent body to be organized by PASUC.
    • To be qualified for accreditation as College/University Professor the faculty must:
      • Be an outstanding scholar as shown in the quality of his/her publications and research done in the principal field of study or in allied fields; or has manifested performance of his/her executive leadership role
      • Be known for intellectual maturity and objectivity in judgment
      • Have high reputation among his/her colleagues and other scholars for mastery of the subject of his/her specialization.
      • Have contributed to the advancement of his/her field of specialization
      • Have published paper in most respected learned journals in his/her area of specialization
      • Have been accorded various forms of honors, awards, chairs, titles, etc.
